Number 1. Vladimir Mashkov is a Russian actor best known to American audiences for his work in the 2001 film Behind Enemy Lines.Mashkov has also worked as a movie director, producer and writer for the 2004 Russian film “Papa”

Number 2. He is no, nobody and famous actor infect “Robert Lyle Knepper” some know him from Prison Break, some from the recently horrible game to movie “HITMAN” but as i was searching wikipedia i stumbled on his page and his recent wiki image shows him looking extremely smiler to NB.
I think Rockstar character modeler team intentionally created Niko to look like Vladimir Mashkov.
